Having regard to the scale and design of the proposed first floor extension, the proposal would detract from the simple form of this terraced property and result in an incongruous and intrusive addition, which would detract from the character and appearance of the existing dwelling and the surrounding conservation area. As such, the proposal would be contrary to policies G2, D1, CON7 and H13 of the South Oxfordshire Local Plan 2011, policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy, the advice in the South Oxfordshire Design Guide 2008 and Government guidance in the National Planning Policy Framework.
