Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 030, 131, 140, 020, 021, 121, 201, 001, 000, 101, 100, 101, 202, 110, 011, 010, 250, 050, 102 A, 150 A, 220 A, 221 A, 002, 120 A, 200A and 040, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy H13 of the South Oxfordshire Local Plan 2011.

That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON2, CON3, CON7 and H13 of the South Oxfordshire Local Plan 2011.

The rooflight and flue shall accord with details as set out in the agent's e-mail dated 9 September, 2013. Reason: To safeguard the special architectural or historic interest of the listed building and the conservation area in accordance with policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 and CON4 of the South Oxfordshire Local Plan 2011.

Sample panels of facing stonework showing the proposed stone to be used, size, coursing and pointing style shall be provided on site and approved in writing by the Local Planning Authority before the relevant parts of the work are commenced. The sample panels shall be retained on site until the work is completed and the new work shall be carried out in accordance with the approved panel. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policies CON2, CON3 and CON7 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and CON7 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works( including demolition or site clearance) details regarding the construction of the new dry stone wall and how the retained trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and CON7 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 17 Little Haseley. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy CSR1 of the South Oxfordshire Core Strategy and Policies H13 and H4 of the South Oxfordshire Local Plan 2011.
