Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 0.2F, 0.3E, 1.2G, 2.1F and 0.1B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order), no development as specified in Schedule 2, Part 1, Class A - Extensions; Class C - Rooflights; Class E - Outbuildings shall be undertaken without the prior written permission of the Local Planning Authority. Reason: The specific circumstances of this site warrant the Local Planning Authority having control over any further development as specified in the condition in the interests of amenity and in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1, D4 and H4 of the South Oxfordshire Local Plan 2011.

The dwellings hereby approved shall achieve Level 4 of the Code for Sustainable Homes (or any such equivalent national measure of sustainability for house design which replaces that scheme). The dwellings shall not be occupied until a final Code Certificate has been issued for it certifying that Code Level 4 (or any such equivalent national measure of sustainability for house design which replaces that scheme) has been achieved. Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027.

Notwithstanding the parking layout shown on plan 0.2F, prior to the commencement of the development hereby approved a revised layout for the turning area and car parking spaces provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway shall be agreed with the Local Highway Authority and to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with SUDS compliant specification details prior to the first occupation of the development and thereafter shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policies G2, D2, H4 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Eaves - traditional form with exposed rafter feet b. Cill and lintels c. Large-scale external joinery Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the character and appearance of the burgage plot and the conservation area and the setting of nearby listed buildings in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policies G2, CON5, CON7, CON10, D1 and H4 of the South Oxfordshire Local Plan 2011.

Samples of materials in respect of the following shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. brick b. roof material either red clay tile or natural slate Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the character and appearance of the burgage plot and the conservation area and the setting of nearby listed buildings in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policies G2, CON5, CON7, CON10, D1 and H4 of the South Oxfordshire Local Plan 2011.

All new rainwater goods shall be either cast-iron or die-cast aluminium. Reason: To safeguard the character and appearance of the burgage plot and the conservation area and the setting of nearby listed buildings in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policies G2, CON5, CON7, CON10, D1 and H4 of the South Oxfordshire Local Plan 2011.

The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Following the approval of the Written Scheme of Investigation, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies G2, EP1, EP4, EP6 and H4 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policies G2, EP1 and H4 of the South Oxfordshire Local Plan 2011.

All habitable rooms with windows facing onto the boundary with 10 High Street shall be provided with mechanical ventilation extracting air from the rear of the property. The mechanical ventilation shall be provided in accordance with a scheme which shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Such mechanical ventilation shall be installed as approved and thereafter shall be retained unless otherwise agreed in writing by the Local Planning Authority. Reason: To to reduce the impact of the adjacent noise sources on the future residential occupiers in accordance with Policies G2, EP1 and H4 of the South Oxfordshire Local Plan 2011.
