That the development to which this permission relates shall be begun within a period of six months. Reason: To ensure the provision of a community facility to meet the needs of local residents in accordance with Policy DID 2 of the South Oxfordshire Local Plan Related application(s): P14/S1369/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1849-0037-01, 2134-NCC-GMP-01 Rev B, DCH-100 Rev A and 2134-NCC-MT-07, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P14/S1369/DIS

That a full schedule of the external materials and finishes to be used on the building shall be submitted to and approved in writing prior to the commencement of the development, details shall also include full design details of the entrance canopy and covered buggy store. The development shall be carried out in accordance with the approved detail. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development the applicant shall submit details to the Local Planning Authority for approval in writing demonstrating how the development incorporates 'Secured By Design (SBD)' principles. The development shall be constructed in accordance with approved details. Reason: In the interests of achieving good design and ensuring a safe and accessible environment in accordance with saved policy D6 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs shall be submitted to and approved in writing by the Local Planning Authority. Details shall also include hard and soft landscaping details and hard surfaces. The scheme shall be implemented in the first available planting season following commencement of the development. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011. Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the Community Centre site shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed programme. Reason: In the interests of the effective management of the landscaped areas and to secure an attractive development in accordnace with policy CSQ3 of the approved South Oxfordshire Core Strategy. That a full detailed specification of the works, including all external and internal fixtures, fittings and provision of services on the site shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The development shall be carried out in accordance with the approved specification. Reason: To secure the proper planning of the area and to ensure a satisfactory appearance of the final development in accordance with policy CSQ3 of the South Oxfordshire Core Strategy and policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development, the proposed car parking spaces shown on drawing no. 2134-NCC-GMP-01 Rev. B shall be constructed, surfaced and laid in accordance with details which shall have first been submitted to and approved in writing by the LPA. The construction of the parking area shall be carried out in accordance with the approved detail and the spaces shall be ready and available for use prior to the first beneficial use of the building. Reason: To ensure that adequate provision is made for vehicular car parking associated with the community centre in accordance with saved policy T2 of the adopted South Oxfordshire Local Plan 2011.

That prior to the commencement of development full details of the informal play features, proposed litter bins, seating, cycle parking and bollards shall be submitted to and approved in writing. Details shall include the exact design detail and positioning. The development shall be carried out in accordance with the approved detail and thereafter retained as such. Reason: To help assimilate the development into its surroundings in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, T2, C9 and D1 of the South Oxfordshire Local Plan 2011.
