The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of the development hereby approved, a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSQ3 and CSR2 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and E5 of the South Oxfordshire Local Plan 2011.
Prior to first use of the building hereby permitted, a Routing Plan showing how vehicles would access the building from the public highway network shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the use shall operate in accordance with the Routing Plan or as otherwise agreed in writing with the Local Planning
Authority.
Reason: In the interests of highway safety and in accordance with Policy CSR2 of the South Oxfordshire Core Strategy 2027 and Policies G2, E5, T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the building hereby permitted, the parking, circulation and turning areas shall be provided in accordance with the approved plans 29412/23 received 03-04-17, 29412/24C, 29412/25A and 29412/26A and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: To ensure that HGV's seeking to access the site do not park at any time on the public highway and in the interests of highway safety and in accordance with Policy CSR2 of the South Oxfordshire Core Strategy 2027 and Policies G2, D2, E5, T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the building hereby permitted, a Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. Thereafter, the premises shall be occupied in accordance with the approved measures.
Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
The off-site highway works shown on approved plan 29412/7 or as otherwise agreed in writing with the Local Planning Authority shall be implemented in full prior to the first occupation of the building hereby permitted or in accordance with a programme of implementation agreed in writing with the Local Planning Authority.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The scheme shall be implemented as approved within 12 months of commencement of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1, CSR2 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and E5 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting or amending that Order with or without modification), Section A of the building shall only be used for B1(c) light industrial purposes, Section B of the building shall only be used for B2 general industrial purposes and Section C of the building shall only be used for agricultural purposes.
Reason: To ensure that the use of the site accords with the uses as proposed in the application and to ensure compliance with Policy CSR2 of the South Oxfordshire Core Strategy 2027 and Policies G2, E5 and T1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting or amending that Order with or without modification), there shall be no additions, extensions, external alterations nor any installation of mezzanine floors to the building hereby permitted, nor any change of use except as provided for within the terms of this permission and no plant or machinery shall be installed outside any such building on the site on the approved plans without the express consent of the LPA in writing.
Reason: In the interests of the amenity of the area and to enable the Local Planning Authority to consider individually whether planning permission should be granted for additions, extensions or any changes of use in accordance with Policy CSR2 of the South Oxfordshire Core Strategy and Policies G2, E5 and T1 of the South Oxfordshire Local Plan 2011.
The delivery and dispatch of goods to and from the building by HGV's (vehicles over 3.5 tonnes) shall be limited to the hours of 07.00 and 19.00 on Mondays to Fridays, 08.00 and 13.00 on Saturdays, and at no time on Sundays and Bank or Public Holidays.
Reason: To protect the occupants of nearby residential properties from noise disturbance and activity and in the interests of the amenity of the area in accordance with Policy CSR2 of the South Oxfordshire Local Plan 2027 and Policies G2, EP2, E5 and T1 of the South Oxfordshire Local Plan 2011.
The entrance to the site shall be secured by automatic gates, to be kept closed outside the times referred to in Condition 11, except when opening and re-closing is necessary solely for the purpose of permitting occupants to leave the site outside the specified closure times.
Reason: To safeguard the amenities of nearby occupiers and the area generally in accordance with Policy CSR2 of the South Oxfordshire Local Plan 2027 and Policies G2, EP2 and T1 of the South Oxfordshire Local Plan 2011.
Any external lighting will only be permitted in accordance with a lighting scheme to be first approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage and shall be turned on only during the conditioned hours of operation and remain off at all other times.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies G2, G4, EP3 and E5 of the South Oxfordshire Local Plan 2011.
