The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Within the settlement planning permission will only be granted for new housing on infill or redevelopment sites within the existing built up limits.Whilst the site is within the parish of Little Milton, it is on the edge of the built up limits of the village. In this case the site is not an infill or redevelopment site. The development would extend the village in the countryside. As such, the proposal is unacceptable in principle contrary to policy CSR1 of the adopted South Oxfordshire Core Strategy 2027, Policies C4 and G4 of the South Oxfordshire Local Plan 2011 and the policies of the National Planning Policy Framework.
The site adjoins the Little Milton Conservation Area. It is an open agricultural field and contributes to the rural charcater and appearance of the entrance to the village and provides for a setting to the conservation area. The development of the field with the erection of a two storey house and associated domestic paraphernalia will significantly alter the charcater of the area and detract from the setting of the Little Milton Conservation Area contrary to Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policy CON7 of the South Oxfordshire Local Plan 2011 and policies contained within the National Planning Policy Framework.
That insufficient information accompanies the application to demonstrate that the new access will not result in a detriment to the safety and convenience of users of the public highway contrary to Policy T1 of the South Oxfordshire Local Plan 2011.
