Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans: Floor Plans A100, Elevations A101, Site Plan A102-A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the proposed alterations hereby approved shall be of the same colour, type and texture as those used on the existing building. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

That the new vehicluar access to the car parking area from Newells Close shall be formed, laid out and constructed in full accordance with the local highway authority's specifications prior to any use of the function room facilities approved by this permission past the 31 December 2013 in accordance with the letter from the applicant's agent dated 22 July 2013. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the existing redundant access onto Newells Close shall be permanently stopped up by the construction of full face kerbing and reinstatement of the highway verge prior to any use of the function room facilities approved by this permission past the 31 December 2013 in accordance with the letter from the applicant's agent dated 22 July 2013. The existing redundant access onto Newells Close thereafter shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That a full design scheme of the modified car park, manoeuvring and service areas, in accordance with the layout included on plans approved by proposed Site Plan A102-A, shall be submitted and approved by the Local Planning Authority prior to the commencement of any work on site. The above details shall include full details of the means of construction, surfacing, draining, marking and landscaping in a manner that gives due regard to amenity of neighbouring residents and the setting of the listed buildings. Reason: To ensure the adequate provision of car parking that satisfies the requirements of the development and respects the setting of the listed building in accordance with Policies D2, T2 and CON5 of the South Oxfordshire Local Plan 2011.

The approved designed scheme for the completed car park, manoeuvring and service areas shall be implemented prior to any use of the function room facilities approved by this permission past the 31 December 2013 in accordance with the letter from the applicant's agent dated 22 July 2013. This shall include the demolition of all existing fences and structures from the approved parking, manoeuvring and service areas. Thereafter these areas shall remain clear of all such structures and shall be used only for purposes of car parking, manoeuvring and servicing. Reason: To ensure the adequate provision of car parking that satisfies the requirements of the development in accordance with Policies D2 and T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

A lighting scheme for the exterior lighting of the function room and car park hereby permitted shall be submitted to and approved in writing by the Local Planning Authority prior to the installation of any exterior lights. Reason: In the interests of visual amenity of neighbours and the rural character of the area in accordance with Policies EP3 and TSM4 of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the car parking area, including the planting of trees and shrubs shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of landscaping works. The approved scheme shall include indigenous species only - the use of palm trees and leylandii trees will not be approved. Provision shall also be made in the approved scheme for hedge plantings to create a strong landscape edge between the car park and the rural land beyond. The approved scheme shall be implemented within the first planting season following the grant of this permission and thereafter maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within three years of completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

All doors used for access and egress to the function room shall be fitted with self closing devices and all other openable doors and windows shall be fitted with audible alarms. Whilst the function room is in use for the provision of any form of entertainment regulated by the Licensing Act 2003 or equivalent replacement legislation and involving the amplification of sound, all external doors and windows shall be kept closed, other than for access and egress. Reason: To safeguard the acoustic amenity of neighbouring residents in accordance with policy EP2 of the South Oxfordshire Local plan 2011.

All forms of entertainment provided within the function room regulated by the Licensing Act 2003 or equivalent replacement legislation and involving the amplification of sound shall be routed through a sound limiting device in accordance with the acoustic survey approved in connection with planning permission P10/W0632. Reason: To safeguard the acoustic amenity of neighbouring residents in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Staff cycle parking facilities shall be provided in accordance with details that shall be submitted to and approved in writing by the local planning authority prior to any use of the function room facilities approved by this permission past the 31 December 2013 in accordance with the letter from the applicant's agent dated 22 July 2013. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

All works to complete the building alterations shall be completed prior to any use of the function room facilities approved by this permission past the 31 December 2013 in accordance with the letter from the applicant's agent dated 22 July 2013. Reason: To ensure that works required to render the existing development satisfactory in terms of the setting of listed buildings and the visual amenity of the countryside are undertaken in a timely fashion in accordance with policies G2, G4 and CON5 of the South Oxfordshire Local Plan 2011.
