Conditions / Refusal Reasons
That in providing two new dwellings within this isolated rural location, outside of the built limits of any of the district's settlements, the two proposed live/work units are contrary to housing policy under Policies CSS1 and CSR1 of the adopted South Oxfordshire Core Strategy 2027 and the policies of the National Planning Policy Framework which seek to allocate housing in and around the four towns and the larger and smaller villages of the district, within close proximity to services and facilities. There is no special justification to overcome the objection in principle or to warrant a departure from the planning policy of the Local Planning Authority.
Due to the inappropriate design, form and materials, the two proposed live/ work units would fail to respect or be in keeping with the character of the site, the surrounding area and the Chilterns Area of Outstanding Natural Beauty, contrary to Policies G2 and D1 of the adopted South Oxfordshire Local Plan and Policies CSEN1 and CSQ3 of the adopted South Oxfordhire Core Strategy.
That having regard to its cramped nature, over-intensive layout arrangements and details of access provision, the proposed layout would fail to provide adequate standards of privacy and residential amenity for the occupants of the proposed dwellings, contrary to Policies D3 and D4 of the adopted South Oxfordshire Local Plan 2011.
