The proposed replacement dwelling, by way of its siting, bulk and the significant increase in scale, would be a harmful and unacceptable form of development within this rural location, contrary to Policy H12 of the South Oxfordshire Local Plan. In addition, due to the inappropriate design, forms and materials, the proposed dwelling would fail to respect or be in keeping with the site, the surrounding area and the Chilterns AONB, contrary to Policies G2, D1 and H12 of the SOLP and Policies CSEN1 and CSQ3 of the SOCS. There are no special circumstances in this instance to depart from Policy.
