The Development Plan identifies appropriate locations for new development. New Buildings within the Green Belt will not be allowed unless the development falls within strictly defined criteria. Horspath is one of the villages within the district where infill, and in some cases, backland development may be allowed. In this case, the site lies outside the built up limits of Horspath in a backland location of a loosely consolidated line of houses on Cuddesdon Road. It would not be considered as an appropriate location for new residential development. The provision of new dwellings on this site would consolidate development outside the built up limits of the village. Development of this nature would detract from the openness of the Green Belt which would be inappropriate development as defined in the National Planning Policy framework (NPPF). No special circumstances have been put forward to demonstrate that the harm by reason of inappropriateness is outweighed by other considerations. As such the proposal would be contrary to advice contained in the NPPF and to policies CSS1, CSR1 and CSEN2 of the adopted South Oxfordshire Core Strategy and Policies G2, G4, GB4 and H4 of the adopted South Oxfordshire Local Plan.
The application includes insufficient detail to demonstrate that a safe and convenient access for vehicles and pedestrians can be provided. Use of the single track access to the west where there are no passing places would be detrimental to the safety and convenience of users of the highway and there appears to be insuffcient width to provide an access through from 171 to Cuddesdon Road. As such the proposal is contrary to Polices H4, T1 and T2 of the adopted South Oxfordshire Local Plan.
