Having regard to the scale and design of the proposed garage, the proposal would result in a dominant building of a domestic appearance, inappropriate for an ancillary, functional outbuilding. The proposal would detract from the character and appearance of the site and this part of the Area of Outstanding Natural Beauty, contrary to policies G2, G4, H13 and D1 of the South Oxfordshire Local Plan 2011, policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy, the advice in the South Oxfordshire Design Guide 2008 and Government Guidance set out in the National Planning Policy Framework.
