The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 838-ARC-P01-C and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall be implemented in accordance with the Bat Mitigation Strategy, Bioscan (8/7/13) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
This condition will be discharged on receipt of a letter from the project ecologist providing evidence to demonstrate that the mitigation has been completed according to the mitigation strategy.
Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and C8 of the South Oxfordshire Local Plan 2011.
No development shall commence until details for the provision of a barn owl box have been submitted to and approved by the Council. Details shall include the type of box to be used and the proposed location. The approved works shall be implemented in full before the the commencement of development, unless otherwise agreed in writing by the Council.
Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and C8 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Classes A and B of the Order shall not be undertaken without the prior written permission of the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the occupation of the converted barn vision splays measuring 2.4m x 43m shall be provided to each side of the access as shown on drawing no. 838-W03 and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 1 metre as measured from carriageway level.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
That the gravelled access track shall be designed in a way to prevent gravel spillage onto the public highway and the scheme shall be formed, laid out and implemented prior to the first occupation of the converted barn and shall be maintained as such.
Reason: In the interests of highway safety and to ensure that lose surface material does not spill into the public highway and cause a hazard to highway safety, in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
