The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Whilst the site is within the parish of Cholsey, it is on the edge of the built up limits of Winterbrook, which is considered to be part of Wallingford. Within Wallingford planning permission will only be granted for new housing on infill or redevelopment sites within the existing built up limits. In this case the site is not an infill or redevelopment site and is not part of the planned urban expansion of Wallingford. As such, the proposal is unacceptable in principle contrary to policy CSWAL1 of the adopted South Oxfordshire Core Strategy 2027, Policies C4 and G4 of the South Oxfordshire Local Plan 2011 and the policies of the National Planning Policy Framework.
