That the site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the City and to preserve the countryside outside it. The proposed garage would represent inappropriate development within the Green Belt and is therefore by definition harmful to the openness of the Green Belt, contrary to Policy CSEN2 of the adopted South Oxfordshire Core Strategy, policy GB4 of the South Oxfordshire Local Plan 2011 and Green Belt policy of the NPPF. There is no fall back position in terms of permitted development rights and so there are no very special circumstances to depart from Green Belt Policy.
