That prior to the first use of the building as an art studio a cross-section showing the new road surface as described in 'Option 1' of the accompanying letter dated 06 June 2013 shall be submitted to and approved in writing by the Local Planning Authority. The access is to be formed and laid out and constructed strictly in accordance with the agreed details and with the local highway authority's specifications and all ancillary works specified shall be undertaken.
