Conditions / Refusal Reasons
The development hereby permitted shall not be begun until full detailed drawings illustrating the following matters have been submitted to and approved in writing by the Local Planning Authority and the development shall be carried out in accordance with such details: (i) the scale of the new development; (ii) the appearance of the new development; (iii) the landscaping of the site of the new development. Reason: As the application is in outline only and is not accompanied by detailed plans and by virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

Application for approval of each of the reserved matters referred to in Condition 1 of the outline permission shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

That the development to which this permission relates shall be begun not later than whichever is the later of the following dates: (a) the expiration of three years from the date of this permission; or (b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

That the new roundabout and the access up to the existing access, shall be constructed and made available for use, prior to the commencement of any other works to which this permission relates. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the reserved matters applications shall contain measures for energy and water conservation measures for the care home and offices, making reference to the BREEAM assessment rating of excellent. Reason: To ensure high standards in the conservation and use of energy, water and materials in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy and Policy D8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a schedule for the landscaping of the site shall be submitted as part of the phasing strategy to be agreed under the provisions of condition 2 of the full planning permission. The schedule shall clearly indicate the timing of the submission of the landscaping schemes for approval. The schedule shall propose the landscaping of the entrance, access and acoustic screen to be undertaken in the first planting season following the commencement of the development, such scheme to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of the development. Thereafter, the schedule shall propose the timing of the submission of landscaping details, to be agreed in writing by the Local Planning Authority, prior to the commencement of any development of the phase to which the scheme relates. Each scheme shall include the planting of live trees and shrubs, the treatment of any access road and hardstandings and the provision of boundary fencing and screen walling. Each scheme shall be implemented within 12 months of the commencement of development on each phase. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy and Policy D1 of the South Oxfordshire Local Plan 2011.

That no works in the form of constructing any building shall be undertaken until a scheme for foul drainage to serve such building has been submitted to and approved in writing by the Local Planning Authority. The scheme to be submitted shall be in accordance with details to be agreed by the phasing strategy in accordance with condition 2 on the full planning permission and be implemented prior to the occupation of the building to which the drainage relates. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Development shall not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the local planning authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. The scheme shall also include: - Detailed surface water calculations for all rainfall events up to and including the 1 in 100 year plus climate change. - Sustainable drainage through the use of ponds, water use measures and green roofs. - Proposed layout showing the location of the proposed SUDs measures. - A narrative of how the detailed drainage for the site ties in with the overall drainage strategy. - No infiltration into the Chalk Strata is permitted other than with the written consent of the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
