The principle of a new dwelling in this location is unacceptable and the proposed new dwelling would harm the rural and undeveloped aspect of the countryside's character and detract from the landscape character of this part of the Chilterns Area of Outstanding Natural Beauty. There are no special circumstances to justify a departure from the Development Plan. As such, the proposed dwelling would be contrary to policies CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy, policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.

Insufficient information has been submitted to demonstrate that the proposed conversion of The Forge would not result in an adverse effect on a protected species. As such, the development would be contrary to policy CSB1 of the South Oxfordshire Core Strategy, policy C8 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.

Insufficient information has been submitted to demonstrate that the proposed dwelling and associated earthworks would not result in harm to archaeological remains on the site. As such, the development would be contrary to policies CON11, CON12 and CON13 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.

Insufficient information has been submitted to demonstrate that the earthworks associated with the proposed dwelling would not result in harm to trees that are of amenity value to the area. As such, the development would be contrary to policy C9 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework.
