Conditions / Refusal Reasons
The proposed replacement dwelling would be materially greater in volume than the existing dwelling and the replacement dwelling would have a greater impact on the character of the area than the existing dwelling. The increase in the scale of the replacement dwelling would result in a more dominant feature in the landscape and would detract from the character of this part of the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to policies G2, G4, D1 and H12 of the South Oxfordshire Local Plan, policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy and Government guidance in the National Planning Policy Framework.

Having regards to the layout of the proposed replacement dwelling, and its siting in relation to the neighbouring property Longacre, the proposal would result in an unacceptable level of overlooking of this neighbour's private amenity area. As such, the proposal would be contrary to policy D4 of the South Oxfordshire Local Plan.

That insufficient information has been submitted to demonstrate that the development would not result in harm to the local bat population. As such, the development could have an adverse effect on a protected species, contrary to policy C8 of the South Oxfordshire Local Plan, policy CSB1 of the South Oxfordshire Core Strategy and the advice in the National Planning Policy Framework.
