Description
Alterations to vehicular access from Dobson's Lane and formation of hardstanding from concrete scalpings (retrospective). Erection of two looseboxes, tack room and feedstore to replace two existing looseboxes (amended plans received 23rd December 2013).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC-001, PE-002A, PE-001B and CMP-001A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the existing loose boxes shall be demolished within 1 month of the first use of the building hereby permitted.
Reason: To ensure satisfactory comprehensive development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, D1 and R10 of the South Oxfordshire Local Plan 2011.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, D1 and R10 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of development, details of vision splays for the existing access shall be submitted to and approved in writing by the Local Planning Authority and shall be formed, laid out and constructed in accordance with the approved plans prior to the first use of the loose boxes hereby approved and thereafter maintained as such.
Reason: In the interest of highway safety in accordance with Policies G2, R10 and T1 of the South Oxfordshire Local Plan 2011.
That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be preserved and properly maintained. In the event of any of the trees dying or being seriously damaged or destroyed, a new tree or equivalent number of trees, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To safeguard trees and other vegetation which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, C9, D1 and R10 of the South Oxfordshire Local Plan 2011.
A hedge of species to be first agreed in writing with the Local Planning Authority shall be planted adjacent to the new access fencing prior to the first use of the loose boxes hereby approved and such hedge shall be so tended as to grow to and remain at a height of not less than 1.5 meters, and any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, C9, D1 and R10 of the South Oxfordshire Local Plan 2011.
The building hereby permitted shall be used only for the keeping of horses for the private leisure purposes of the owner of the land, and shall not be used for any commercial activity.
Reason: To meet the particular needs of the applicant and to avoid the introduction of a commercial use in this rural location, in accordance with Policies CSS1 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, R10 and T1 of the South Oxfordshire Local Plan 2011.
External lighting will only be permitted in accordance with a lighting scheme to be approved in writing by the Local Planning Authority. Any such lighting shall be directed downwards to prevent harm to the Chilterns AONB landscape from light spillage and shall be turned on only during the hours of operation and remain off at all other times.
Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2, G4, EP3 and R10 of the South Oxfordshire Local Plan 2011.
