Its instatement would therefore be harmful to the special architectural and historic significance of the listed building and would not accord with policy CSEN3 of the South Oxfordshire Core Strategy 2027 and policy CON3 of the South Oxfordshire Local Plan 2011 and advice in the National Planning Policy Framework.
