The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, HSL/1755/sprk/4, HSL/1755/sprk/1, HOO/645, 1630 - GL10, 1630 - GL12, 1630 - GL11, HOO/648, HOO/645A, TSP-001, 1630-PL-13A, 1630-PL-14A and 1630-PL-15A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved, samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

No development shall take place until written approval has been given by the Local Planning Authority to a sample panel of all external walling materials to be used in the construction of the extension. The sample panel shall be erected on the site of the development and retained until development is completed, and the panel shall thereafter be removed from the site. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

All outbuildings hereby permitted shall not be occupied at any time other than for purposes incidental to the residential use of the dwelling known as Red Cow House. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, details of the proposed foundation design of the replacement curtilage listed garage shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, a detailed specification of any external ducts, flue pipes or means of external venting for the extension and outbuildings shall be submitted to and approved in writing by the local planning authority and any such works shall be implemented in strict accordance with the details as approved. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, details of all new windows and doors shall be submitted at scale 1:20 and 1:5 (section and elevation), together with details of finishes shall be submitted to and approved in writing by the Local Planning authority, and shall be implemented in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

That the proposed rooflights shall be of a flush fitting conservation type. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.
