Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 628-3, 628-4, 628-7, 628-1, 628-13, 628-14B, 628-17, 628-18, 628-20, 628-2A, 628-5A, 628-6A, 628-12A, 628-15B, 628-16B, 628-16B/T and 628-11C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development hereby approved shall be carried out strictly in accordance with the mitigation strategy set out in Section F of the 2012 Ecoconsult bat and nesting bird survey report. Reason: To ensure that the important species are protected on the site in accordance with Policy C8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained on plan ref 628/16 B (T) and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" and shall have been submitted to, and approved in writing by, the local planning authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, including any demolition or building works,a mitigation strategy for nesting birds, which shall include details of the location and design of alternative nest sites to be provided, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter and prior to the commencement of development, the alternative nesting sites shall be provided in accordance with the approved document. Reason: To ensure that important species are protected on site in accordance with Policy C8 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the parking area hereby approved which is shown on plan ref 628/16B (T)the parking area shall be SUDS compliant. Reason: In the interests of highway safety and to accord with Sustainable Drainage Systems (SUDS)and and Policy EP6 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of works, details of the location and specification for heating systems to office spaces shall be provided and approved in writing by the Local Planning Authority. Reason: To ensure tha the details of the works are satisfactory in accordance with Policies Con 2 and Con 3 of the adopted South Oxfordshire Local Plan and policy CSEN3 of the adopted Core Strategy.

Detailed sections showing inserted insulation methods and materials shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of works. ( This should be breathable and compatible with historic materials wherever possible.) Reason: To ensure that the details of the works are satisfactory in accordance with Policies Con 2 and Con 3 of the adopted South Oxfordshire Local Plan and policy CSEN3 of the adopted core strategy.

Details of new opening treatments into the stable building shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of works. Reason: To ensure that the details of the works are satisfactory in accordance with Policies Con 2 and Con 3 of the adopted South Oxfordshire Local Plan and policy CSEN3 of the adopted Core Strategy.

Joinery details for the new glazed screens and door for the coach-house and revised joinery details for the new window in the north range shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of works. Reaon: To ensure that the details of the works are satisfactory in accordance with Policies Con 2 and Con 3 of the adopted South Oxfordshire Local Plan and policy CSEN3 of the adopted Core Strategy.

A detailed schedule of repairsto the exterior of the buildings shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure tha the details of the works are satisfactory in accordance with Policies Con 2 and Con 3 of the adopted South Oxfordshire Local Plan and policy CSEN3 of the adopted Core Strategy.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies G2, D1 and D4 of the South Oxfordshire Local Plan 2011.
