Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PFL17993-01, LOC-001, 01A, 02A, 03A, 04A, 05B and 06A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

No development shall take place until details of a balcony screen on the western elevation of the proposed balcony have been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details and thereafter retained. Reason: To ensure that the development is not unneighbourly in accordance with Policy D4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The bathroom window at first floor level on the west elevation and the wc window at ground floor level on the east elevation shall be fitted with fixed obscured glass to a height of not less than 1.7 m above the finished floor level of the room in which each opening is installed, unless details of any opening mechanism has been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the requirements of this condition and, where appropriate, the approved details of opening, and shall be permanently retained as such. Reason: To ensure that the development is not unneighbourly in accordance with Policy D4 of the South Oxfordshire Local Plan 2011.

The dwelling shall achieve Level 3 of the Code for Sustainable Homes (or any such national measure of sustainability for house design that replaces that scheme). The dwelling shall not be occupied until a final Code Certificate relevant to it, certifying that Code Level 3 has been achieved, has been issued and a copy has been provided to the Local Planning Authority. Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027.

The dwelling hereby permitted shall not be occupied until the new driveway shown on drawing No 2045/02A has been constructed in accordance with details, including method of construction, surfacing and drainage, submitted to and approved in writing by the Local Planning Authority. The driveway, together with the parking spaces in the garage, shall not thereafter be used for any purpose other than access, egress and parking of vehicles. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The dwelling hereby permitted shall not be occupied until the secure cycle shed has been provided in accordance with drawing No 2045/02A. These facilities shall thereafter be kept available for the parking of cycles in association with the development at all times. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 and Appendix 5 (Parking Standards) of the adopted South Oxfordshire Local Plan 2011 .

No development shall take place until full details of both hard and soft landscape works have been submitted to and approved in writing by the Local Planning Authority. Hard landscape details shall include means of enclosure; pedestrian access and circulation areas; hard surfacing materials; and minor artefacts and structures (e.g. refuse or other storage units and external lighting). Soft landscape works shall include planting plans; written specifications (including cultivation and other operations associated with plant and grass establishment); schedules of plants, noting species, plant sizes and proposed numbers/densities where appropriate. All hard landscape works shall be carried out in accordance with the approved details prior to the first occupation of the dwelling and thereafter retained. All planting comprised in the approved details of landscaping shall be carried out in the first planting season following the completion of the development or the first occupation of the dwelling, whichever occurs first. Any trees or plants which within a period of 5 years from the implementation of the landscaping die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species. Reason: To help to assimilate the development in to its surroundings in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

No development shall take place until a scheme for the protection of trees to be retained has been submitted to, and approved in writing by, the Local Planning Authority. Such a scheme shall include protective fencing in accordance with British Standard [BS] 5837: 2012 'Trees in relation to construction: Recommendations'. No development, including movement of equipment, materials and machinery onto the site, site clearance or other preparatory works, shall take place until the approved fencing has been erected and it shall be retained as approved for the duration of all works hereby permitted. No activity, including alteration of ground levels and excavations, or storage of materials, shall take place within the areas fenced for the protection of retained trees. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
