The property is located within the open countryside. The proposed extensions and alterations to the existing outbuildings which comprise a significant increase in the ridge height, the introduction of domestic features including dormer windows and a first floor balcony would increase the prominence of the building in views from outside the site. Owing to its scale and the introduction of domestic features, the appearance of the development would be tantamount to the creation of a new dwelling behind the existing one and this would be harmful to the character and appearance of the countryside which should be protected for its own sake, contrary to South Oxfordshire Local Plan 2011 Policies G2, G4 and H13.
