Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, E1812-T, E1812-S, E1812-F S2, E1812-F S1, 956-1, 956-2, 956-6, 956-7, 956-8, 956-9, 956-10, 956-11, 956-12, 956-13, 956-14, 956-15, 956-16, 956-4D and 956-3C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved in relation to the garage samples of the materials to be used for the external walls and roofs of the garage building hereby approved shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

No development shall take place until written approval has been given by the Local Planning Authority to a sample panel of all external walling materials to be used for the construction of the new sections of boundary wall. The sample panel shall be erected on the site of the development and retained until development is completed, and the panel shall thereafter be removed from the site. Reason: In the interests of the visual appearance of the development in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to and approved in writing by the Local Planning Authority. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:- (i) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities; (ii) The specification of the routing and means of installation of drainage or any underground services in the vicinity of retained trees; (iii) The details and method of construction of any other structures such as boundary walls in the vicinity of retained trees and how these relate to existing ground levels. Thereafter the development shall be carried out in accordance with the approved details with the agreed measures being kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to any demolition and the commencement of development in relation to the garage building hereby approved, a professional archaeological organisation shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority. Following the approval of the Written Scheme of Investigation no development in relation to the garage building hereby approved shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Kings Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before the proposed access is first used, the existing access onto Kings Road shall be permanently stopped up by the means of the proposed walling. Thereafter the closed access shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

All hardsurfacing provided within the site shall be permeable and no surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety and sustainable drainage in accordance with Policies T1 and EP6 of the South Oxfordshire Local Plan 2011.

The garage building hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Northfield House, 11 Northfield End. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policies H4 and H13 of the South Oxfordshire Local Plan 2011.
