Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 12.420.3755.007, 12.420.3755.006, 12.420.3755.005, 12.420.3755.009, 12.420.3755.004, 12.420.3755.001, 12.420.3755.003, 12.420.3755.008 and 12.420.3755.002, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Samples of materials in respect of the following shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. wall and roof materials for phase 1 b. wall and roof materials for phase 2 c. wall and roof materials for phase 3 Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the historic character and interest of the conservation area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011.

Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. joinery details of all new windows and doors for phase 1 of the development at a scale of 1:5 or 1:20 b. joinery details of all new windows and doors for phase 2 of the development at a scale of 1:5 or 1:20 c. joinery details of all new windows and doors for phase 3 of the development at a scale of 1:5 or 1:20 Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the historic character and interest of the conservation area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011.

Sample panels of facing stonework showing the proposed stone to be used, size, coursing and pointing style shall be provided on site and approved in writing by the Local Planning Authority before the relevant parts of the work are commenced. The sample panels shall be retained on site until the work is completed and the new work shall be carried out in accordance with the approved panel. Reason: To safeguard the historic character and interest of the conservation area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

That on completion of phase 2 of the development hereby approved, in accordance with drawing number 12/420/3755/006-RevP2, the two temporary classroom buildings shall be removed from the site. Reason: To safeguard the historic character and interest of the conservation area in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011.
