The proposed building in terms of its scale, massing and location does not relate well to development on the adjoining site at No.50 Wallingford Road and does not respect the visual amenity of neighbouring occupiers. The development has an overbearing and oppressive impact on the adjoining property and is therefore detrimental to its residential amenity. This is contrary to policies G2, D1, H13 and CSQ3 of the South Oxfordshire Local Plan; and government guidance contained in the National Planning Policy Framework relating to good design.
