Conditions / Refusal Reasons
That, having regard to its scale, bulk and massing, relative to the site and surroundings, the proposed garage would represent a cramped and incongruous form of development that would detract from the character and appearance of the St Mark's Road Conservation Area. As such, the proposal would be contrary to the requirements of Policies G2, G6, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011 and advice contained in the South Oxfordshire Design Guide and the National Planning Policy Framework.

That, having regard to the increased scale of the building, relative to the existing garage, and its proximity to the shared boundary, the proposed garage would have an oppressive and overbearing impact on the ground floor rear windows of No.76 Reading Road, to the detriment of the amenity of the occupants of that flat. As such, the proposal is also contrary to the requirements of Policies D4 and H4 of the South Oxfordshire Local Plan 2011, and advice contained in the South Oxfordshire Design Guide.
