Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Planning permission will not be granted for new houses in open countryside beyond the confines of settlements. Having regard to the location of the site outside the built up limits of Cholsey and south east of the railway line, the proposed development would be contrary to policy H6 of the South Oxfordshire Local Plan and policy CSS1 of the emerging Core Strategy.

That, having regard to the location of the site within the North Wessex Downs Area of Outstanding Natural Beauty, the proposal would harm the beauty and special character of this part of the AONB by introducing built urban form into what is currently an open rural site contrary to policy C2 of the South Oxfordshire Local Plan, Policy CSEN1 of the emerging Core Strategy and to advice set out in the National Planning Policy Framework.

That the development fails to provide a mixture of housing types to meet an identified housing need for a mix of dwellings in the district contrary to policy H7 of the South Oxfordshire Local Plan

That, having regard to the need to use a public bridleway for vehicular access to the site, there is insufficient information to show that the bridleway can accommodate additional vehicular traffic or be improved in a manner which is appropriate for this rural location contrary to policies C2 and T1 of the South Oxfordshire Local Plan.
