Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, SK-499-01, SK-499-01A, SK-11-499-04, SK-499-02, BLO-001 A and LOC-001 A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plans, with one space made available for disabled visitors, and shall be constructed, laid out, surfaced (permeable material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Prior to the use of the development hereby permitted a Green Travel Plan shall be drawn up by the occupiers of the new building and approved in writing by the Local Planning Authority; such plans to include proposals for travel by modes other than the private car for journeys to and from site. Reason: To promote the use of non car modes of transport in accordance with Policy T3 of the South Oxfordshire Local Plan 2011.

The building shall be used as a nursery school as outlined in the application and for no other purposes including any other purpose in Class D1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (or any Order revoking or re-enacting that Order). Reason: In the interests of neighbouring amenity and highway safety and in accordance with Policies G2, G6, D4, T1 and T2 of the South Oxfordshire Local Plan 2011.

That the number of children who may be in care at the premises shall not exceed 24 at any one time on any one day. Reason: In the interests of neighbouring amenity and highway safety and in accordance with Policies G2, G6, D4, T1 and T2 of the South Oxfordshire Local Plan 2011.

The use of the premises hereby permitted shall be restricted to the hours of 08:00 and 18:00 Monday to Friday and not at all on Saturdays, Sundays and Bank Holidays. Reason: In the interests of the amenities of the occupants of nearby properties and in accordance with Policies G2 and EP2 of the South Oxfordshire Local Plan 2011.
