Conditions / Refusal Reasons
That, the erection of two dwellings in the backland location proposed, without proper road frontages and on plots of distinctly different size and scale would detract from the established layout and form of The Crescent and appears at odds and harmful to the overall character of the area contrary to Policies G2, G6, D1 and H5 of the South Oxfordshire Local Plan 2011 and Policy CSQ3 of the emerging South Oxfordshire Core Strategy.
The proposed development would result in a 20% increase in the number of vehicles on The Crescent which given its narrow width does not allow for adequate passing spaces. The visibility for egressing vehicles on to New Road is compromised by street furniture and vegetation. The proposed addition of two dwellings will exacerbate an existing substandard situation and would be detrimental to the safety and convenience of users of the public highway contrary to Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
That, having regard to the narrow width and location of the driveway serving the two new properties in relation to the dwelling house of number 10 The Crescent, the proposed development would give rise to an unacceptable level of noise and disturbance significantly harming the amenities of the occupants of that property contrary to Policies H4 and H5 of the South Oxfordshire Local Plan 2011.
