Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Planning permission will not be granted for new houses on unallocated sites on the edge of settlements where the built up area of the settlement would be extended. The site is not an allocated site and development on it would extend the built up limits of Benson and would detract from the rural and historic setting of this part of the village. The proposal is unacceptable in principle and development on the site would be contrary to Policies H6, CON5 and C4 of the adopted South Oxfordshire Local Plan 2011 and policy CSR1 of the emerging South Oxfordshire Core Strategy 2027.

Notwithstanding the objections set out in reason 1, there is insufficient information to assess the impact of development on protected species, archaeological remains or to show that an adequate vision splay at the junction to Blacklands Road or safe passage for users of the public footpath can be achieved nor adequate levels of parking are provided. Without such information the proposal would be contrary to Polices C6, C8, CON12, T1, T2 and R8 of the adopted South Oxfordshire Local Plan.

That the scheme fails to provide any affordable housing to meet the local need contrary to Policy CSH3 of the emerging South Oxfordshire Core Strategy 2027.
