The proposed fence would enclose an area in excess of the land that benefits from the grant of a certificate of lawfulness (P07/W0705/LD) dated 25 February 2008 for use as a contractor's yard. This enlarged yard area does not benefit from planning permission for any purpose. The proposed fence and the enlarged area of the yard enabled by the fence would have an adverse impact on the openness, character and visual amenity of the Green Belt. Very special circumstances have not been demonstrated that would outweighing the harm caused by reason of the inappropriateness of the development in the Green Belt or other harm caused by the development. This is contrary to policies GB2 and GB4 of the South Oxfordshire Local Plan 2011; and government guidance contained in the National Planning Policy Framework regarding appropriate development in the Green Belt.

The proposed fence is distinctly industrial in appearance and would encroach into the former roadway adjacent to the southern boundary of the site in a way that would give prominence to a previously low-key site, and dominate the area in a manner that would adversely effect the character and visual amenity of the surrounding area contrary to principles of good design. This is contrary to policies G2, G6 and D1 of the South Oxfordshire Local Plan 2011; and government guidance contained in the National Planning Policy Framework regarding good design and respect for local distinctiveness.
