Conditions / Refusal Reasons
The proposed development, by reason of its size, position and inappropriate design, would fail to preserve the character and appearance of the Henley-Main Conservation Area, and would detract from the open nature of the historic burgage plots at the rear of No's 16, 18 & 20 New Street and the setting of nearby listed buildings, particularly No's 24-30 New Street. As such, the proposal would be contrary to Policies G2, CON5, CON7, CON10, D1 and H4 of the South Oxfordshire Local Plan 2011, Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and advice contained within Section 5 of the South Oxfordshire Design Guide 2008 and the NPPF.

The proposed development would result in intensification of use of a driveway of single-vehicle width and limited visibility at the junction with New Street, which would increase the likelihood of vehicles obstructing New Street whilst waiting to access the driveway. This would create conditions prejudicial to highway safety. As such, the proposal would be contrary to Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011 and Policy CSM1 of the South Oxfordshire Core Strategy 2027 and advice contained within the NPPF.
