Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 123.P.01, 6602/01B and LOC-01B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

No caravan shall be used as a permanent residence and shall only used for holiday purposes as specified in the application for let on a weekly basis. Reason: Planning permission is granted to meet the needs of tourism and this is not a location where permanent dwellings would be allowed in accordance with Policy CSR1 of the adopted South Oxfordshire Core Strategy and Policy TSM6 of the adopted South Oxfordshire Local Plan.

That the land shall only be used as a static site for holiday and recreational purposes between 1 March and 31 January (for the avoidance of doubt the site shall not be used for such purposes during the month of February in any year). Reason: To secure the proper planning of the locality and in accordance with Policy TSM6 of the adopted South Oxfordshire Local Plan.

Prior to the first use of the holiday units a turning area and car parking spaces shall be provided for each static unit so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning and parking spaces shall be surfaced with a permeable material and constructed to be Sustainable Drainage systems (SUDS) compliant. The turning and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to accord with SUDS in accordance with Policies T1 and EP6 of the South Oxfordshire Local Plan 2011.

Refuse and recycling storage facilities for the proposed static holiday units shall be provided prior to the first use of the units. Reason: to ensure adequate provision for the management of waste in accordance with Policy D10 of the South Oxfordshire Local Plan 2011.

No spoil or materials shall be deposited or stored on the site. Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with the policies of NPPF.

No building or raising of land levels shall take place within the site. Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with the policies of NPPF.

The static units shall be set no lower than 300mm above the estimated 1 in 100 floodwater level and designed to be floodable to allow for the passage of water beneath the units in the event of a flood. There shall be no storage of materials underneath the holiday units Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with the policies of NPPF.

That, prior to the first occupation of the units a safe route of access and egress shall be provided onto the A4074 from all new units to an area. Reason: To ensure adequate passage to a safe area for occupants in the event of flood in accordance with the advice in the NPPF.
