Conditions / Refusal Reasons
Apart from the low key use of part of the site for the purposes of a golf practice range, the site has an open, undeveloped and informal rural character. The current golf course is physically well separated from the application site by Tanners Lane, and the proposed extension of the golf course onto the application site would erode its informal rural character and diminish its tranquillity and landscape qualities.  As such the proposal would fail to respect the character and appearance of the site and would be contrary to Policies G2, G4, G6, C1, C4, D1 and R5 of the South Oxfordshire Local Plan 2011, and Policies CSEN1 and CSQ3 of the emerging South Oxfordshire Core Strategy.  There is no overriding need or other justification for the proposal that would outweigh the harm that would result.
