The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P13/S1751/DIS

The development hereby permitted shall be implemented in accordance with the scheme of mitigation and enhancement submitted in the Ecological Scoping Survey (Section 5.10 onwards) in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist stating that the mitigation has been completed. Reason: To protect the important species on the site, in accordance with Policy C8 of the South Oxfordshire Local Plan 2011. Related application(s): P13/S1751/DIS

The tree works and tree protection measures shall be carried out in accordance with the details contained within the submitted Arboricultural Report dated 8th December 2010. The agreed tree protection measures shall be kept in place for the entire course of the development project. Reason: To safeguard trees which are visually important in accordance with Policies C9, CON7 and D1 of the South Oxfordshire Local Plan 2011. Related application(s): P13/S1751/DIS

The temporary footbridge hereby approved shall be provided and open for public use prior to the closure of the bridge and the footbridge shall be available for public use at all times throughout the proposed works until the road bridge is reopened for public use. Reason: To safeguard community facilities and important transport routes in accordance with Policies T1 and CF1 of the South Oxfordshire Local Plan 2011. Related application(s): P13/S1751/DIS

Within three months of the reopening of the road bridge, the temporary footbridge shall be removed and the land restored to its previous condition. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, C2, CON5, CON7 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby approved, a Construction Management Plan (CMP) shall be submitted to and approved in writing by the Local Planning Authority. The plan should detail items such as phasing of construction, layout of operations, travel and parking arrangements for construction workers, maintaining access to existing premises and pedestrian routes, restoration of the land and river used for the temporary footbridge, and hours of work. The approved CMP shall be implemented prior to any works being carried out on site and retained for the duration of the development. In addition special banksmen shall be deployed during the first week of the closure of the bridge as a minimum. Reason: In the interests of highway safety and to mitigate the impact of construction on the surrounding highway network, road infrastructure and local residents in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby approved a signage strategy to inform road users of the bridge closure shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented prior to the closure of the road bridge and shall be maintained during the entire period of the development until the road bridge is reopened for public use. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

A scheme of temporary Traffic Regulation Orders shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby approved. Thereafter the approved scheme shall be implemented, following the requisite consultation period, prior to the closure of the road bridge in association with the development hereby approved. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Notwithstanding details shown on the approved plans, the reinstatement of the bridge shall not commence until details of the new carriageway and footways have been submitted to and approved in writing by the Local Planning Authority. Thereafter, the reinstatement of the bridge shall be carried out in accordance with the approved details. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment produced by Jacobs dated February 2011, and the mitigation measures detailed within the Flood Risk Assessment. Reason: To reduce the impact of flooding on the proposed development and future occupants.

The development hereby approved shall not commence until a scheme has been submitted to and approved in writing by the Local Planning Authority, which specifies the provisions to be made for the control of noise, vibration and dust from the development hereby approved. Thereafter the development shall be carried out in full accordance with the approved scheme. Reason: To protect the amenities of surrounding occupiers in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the relevant part of the development hereby approved, a piling method statement shall be submitted to and approved in writing by the Local Planning Authority. The statement should detail the type of piling and the methodology by which such piling will be carried out. Thereafter the development shall be carried out in accordance with the approved details. Reason: To protect the amenities of surrounding occupiers water and sewerage infrastructure in accordance with Policies EP1, EP2, and EP4 of the South Oxfordshire Local Plan 2011.
