That having regard to the size, location and detailing of the extension in relation to the existing building, the proposal represents an incongruous form of extension that would detract from the historic character, appearance and setting of the listed building and the character and appearance of the Long Wittenham Conservation area. As such the proposal is contrary to Policies G2, G6 CON2, CON5 and CON7 of the adopted South Oxfordshire Local Plan 2011 advice contained within the South Oxfordshire Design Guide at para. 6.3.1.

That having regard to the size of the extension, the size of the existing car park and the increase in the number of covers, the proposal represents an overdevelopment of the site that would lead to onstreet parking in this already congested area. As such the proposal would be detrimental to highway safety for users of the public highway contrary to Policies G2, TSM4, T1, T2 and Appendix 5 (Car Parking Standards) of the adopted South Oxfordshire Local Plan 2011.
