The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 11055/003B and 11055/002B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P12/S0335

Notwithstanding the provisions of The Town and Country Planning (General Permitted Development) (Amendment) (No. 2) (England) Order 2008 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of the character and appearance of the curtilage listed barn and the setting of surrounding listed buildings in accordance with Policies H13, CON5 and CON7 of the South Oxfordshire Local Plan 2011 and with advice contained within PPS5.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plan 11055/002A, and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in Relation to Construction" and shall have been submitted to, and approved in writing by, the local planning authority. The agreed measures shall be kept in place during the entire course of development Reason: To safeguard trees which are visually important in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

Detailed drawings in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a.Joinery details for external windows and doors at a scale of 1:20 Reason: To safeguard the special architectural or historic interest of the listed building and the character and appearance of the Goring Conservation Area in accordance with Policies CON3, CON5 and CON7 of the South Oxfordshire Local Plan 2011 and with advice contained within PPS5.

All new rainwater goods shall be traditionally profiled metal and painted black. Reason: To ensure that the details of the development are satisfactory in accordance with Policies CON3 and CON5 of the South Oxfordshire Local Plan 2011 and with advice contained within PPS5.

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the local planning authority. Reason: To safeguard the character of the listed building and the Goring Conservation Area in accordance with Policies D1, G2, G6, H4, CON3, CON4, CON5 and CON7 of the South Oxfordshire Local Plan 2011.

A sample panel of facing brick and flint work showing the proposed colour, texture, facebond and pointing of the plinth shall be provided on site and approved in writing by the Local Planning Authority before the relevant parts of the work are commenced. The sample panel shall be retained on site until the work is completed and the new work shall be carried out in accordance with the approved panel. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policies CON 3 and CON4 of the South Oxfordshire Local Plan 2011 and with advice contained within PPS5.
