That having regard to its visually prominent siting immediately in front of a curtilage listed wall and adjacent to Grade II listed 61 High Street, the telecommunications cabinet distracts from the otherwise uncluttered elevation of the whole building and is an uncompromisingly modern addition which bears no relation to the historic setting of 61 High Street or the established character of the street. As such, the development is harmful to the character and appearance of the Wallingford Conservation Area and to the setting of Grade II listed 61 High Street and as alternative locations for the cabinet have not been satisfactorily explored there are no special circumstances to outweigh this harm. The development is therefore contrary to Policies CON5 and CON7 of the adopted South Oxfordshire Local Plan 2011 and to advice contained within PPS5: Planning for the Historic Environment, the PPS5 Practice Guide and The Setting of Heritage Assets: English Heritage Guidance.
