Conditions / Refusal Reasons
That, having regard to the difference in levels between 5 and 7 South End and the height, scale and depth of the building on the boundary, in addition to the first floor window in the south side elevation serving bedroom 3, the proposed development would create a opressive and over bearing form of development and result in an unacceptable level of overlooking to the detriment of the residential amenity of the occupants of 7 South End . The development is contrary to Policies D4 and H5 of the South Oxfordshire Local Plan 2011 and Section 5.1 of the South Oxfordshire Design Guide 2008.
That, having regard to the forward two storey projection on the front elevation of the building, the dwelling would be an intrusive dominant feature in the wider street scene which would detract from the character of the area, the setting of the adjacent Garsington Conservation Area and the openness of the green belt. The development is contrary to policies G2, G6, GB2, GB4 D1, CON7 and H5 of the South Oxfordshire Local Plan 2011 and Section 5.1 of the South Oxfordshire Design Guide 2008
Insufficient information accompanies the application to demonstrate that there would not be a detrimental impact on a protected species contrary to Policy C8 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS 9: Biodiversity and Geological Conservation.
