Description
Demolish existing single storey lean-to extension to the rear and replace with a two-storey extension with associated internal alterations providing a new garden room and relocated bedroom and bathroom. Extension and re-roofing of the existing garden store to form a summer house in the garden's North east corner.
Conditions / Refusal Reasons
That particularly having regard to its two storey height and depth in close proximity to the boundary of the adjoining property, No. 26 The Hill, the proposed extension would have an overbearing and oppressive impact upon the occupants of that adjoining property. In addition, the first floor bedroom window within the south facing elevation of the extension would directly overlook the private amenity area to the rear of No. 22 The Green and the development would therefore be intrusive and unneighbourly and be detrimental to the privacy and amenity of the occupants of both those neighbouring properties, contrary to Policies G2 and H13 of the South Oxfordshire Local Plan 2011 and to advice contained within the South Oxfordshire Design Guide.
That having regard to the proposed width, high eaves level, shallow roof pitch, external materials and fenestration details in relation to those of the existing building, the proposed extension represents an incongruous form of extension that would detract from the character of the existing modest cottage and from the visual amenity of the surrounding area contrary to Policies D1, G2, G6 and H13 of the South Oxfordshire Local Plan 2011 and to advice contained within the South Oxfordshire Design Guide.
That, having regard to its scale and details of design, the proposed extension, which would be prominent in public views from The Green, would detract from the character and appearance of the Garsington Conservation Area contrary to Policy CON7 of the South Oxfordshire Local Plan 2011 and to advice contained within PPS5: Planning for the Historic Environment.
