That having regard to the existing dormer window and rooflight within the north facing roof slope of the dwelling, the cumulative impact of a further opening would be detrimental to the character of the listed building and would also result in the loss of historic fabric. There is no public benefit to outweigh the harm to the heritage asset's significance and the proposal is therefore contrary to Policy CON3 of the adopted South Oxfordshire Local Plan 2011 and to advice contained within PPS5.
