That, having regard to the character of the surrounding residential development, the layout, scale and form of the dwellings and the relationship of the site with the listed building opposite, the proposal represents a cramped form of development that is not in keeping with the built form, scale or layout of this part of the Chalgrove. As such the development would detract from the character of the area in general and the setting of 79 High Street contrary to Policies G2, D1, H4 and CON5 of the adopted South Oxfordshire local Plan and advice contained in the South Oxfordshire Design Guide.
That having regard to the parking layout, access to the parking area and the location of the access onto High Street, the proposal is likely to involve parking and manoeuvring on the public highway to the detriment of the safety and convenience of users of the public highway. As such the development would be contrary to Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the
South Oxfordshire Local Plan 2011.
