The Development Plan identifies appropriate locations for new development. Planning permission will not be granted for new houses within settlements that do not have an adequate range of services and facilities to accommodate growth. The site lies on the edge of Preston Crowmarsh which is not identified as an appropriate location for new housing. The erection of a new dwelling on this site would be contrary to policies G4 and H6 of the South Oxfordshire Local Plan.
That, notwithstanding the objection in principle to a new dwelling, the proposed development provides for an incongruous access and layout that would be out of keeping with the character of the surrounding area. As such the proposal would detract from the character of the area which comprises detached properties in large plots served by individual driveways contrary to policies G2, D1 and C4 of the South Oxfordshire Local Plan and to advice set out in the South Oxfordshire Design Guide.
Insufficient information accompanies the application to demonstrate that the development can be undertaken in a manner which would not have an impact on a site of archaeological interest, contrary to policy CON 12 of the adopted SOLP and the advice contained in PPS5 Planning for the Historic Environment.
In addition to the concerns in relation to character and layout detailed at reason 2, there is insufficient information to show that development can be accommodated on the site in a manner that is in keeping with the scale of the surrounding buildings. Without such details it is not possible to assess the proposal against polices G2 and D1 of the adopted South Oxfordshire Local Plan contrary to the advice set out in Town and Country Planning (Development Management Procedure)(England) Order, Article 4 (2) supplemented by guidance in Circular 01/2006.
