Proposed demolition of existing outbuildings (including residential annex) and provision of new annex with glazed and covered link to dwelling (As amplified by Bat Report accompanying e-mail from Agent dated 20110727 & as amplified by drawing number 11012-P05 accompanying email from Agent dated 2 August 2011 & As amended by Bat Survey Report September 2011 received 29 September 2011).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 11012-l01, 11012-p01, 11012-p02, 11012-p03, 11012-p04, 11012 su01, 11012 su02 and 11012 su03, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building.
Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall be implemented in accordance with the scheme of mitigation contained in chapter 5.2 of the Updated Bat Survey Report dated September 2011 in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist stating that the mitigation has been completed according to the approved report.
Reason: To protect the important species on the site, in accordance with Policy C8 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and to preserve the openness of the Green Belt in accordance with Policies G2, D1 and GB2 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved any extensions constructed under Article 3 and Class E of Part 1 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order, 1995 (as amended) following the granting of this permission and prior to the commencement of works the subject of this permission, will be removed or demolished in their entirety with the exception of the garage and store building shown on drawing no 11012-P01, previously approved under app ref P11/W0935/LD. All materials resulting from such removal/demolition shall be removed from the site by the substantial completion of the development hereby permitted.
Reason: Interests of amenity and to preserve the openness of the Oxford Green Belt in accordance with Policies G2, D1 and GB2 of the South Oxfordshire Local Plan 2011.
