Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO-001, LOC-001, PE-001, PF-001, SP-001 and LOC-002, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of development samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Any gates provided shall be set back a minimum of 15.0 metres from the edge of the carriageway and shall open inwards into the site. Reason: To ensure that vehicles may wait clear of the highway while the gates are opened or closed in the interests of highway safety and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The interception ditches shown in photographs accompanying e-mail from agent received 15 June 2011 shall be retained and maintained so as to avoid surface water drainage from the site going on to the public highway. A mechanism shall also be deployed to avoid the export of spoil from the site upon wheels of vehciles making egress the details of which shall be submitted to and approved in writing by the Local Planning Authority prior to the building works commencing for the approved building. Reason: To prevent pollution and flooding in accordance with Policies EP6 of the South Oxfordshire Local Plan 2011.

That if within 10 years of the substantial completion of the building, the use of the building for agricultural purposes permanently ceases, and within a further 3 years, planning permission has not been granted for an alternative use, and there is no outstanding appeal, the building shall be dismantled, the materials shall be removed from the land and the land restored to its former condition before development took place, or to such a condition as shall otherwise have been agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy A1 of the South Oxfordshire Local Plan 2011.
