The existing unauthorised development together with the modifications proposed by the application will continue to have an adverse impact on the openness, character and visual amenity of the Green Belt. Very special circumstances have not been demonstrated that would outweigh the harm caused by reason of the inappropriateness of the development in the Green Belt or other harm caused by the development and its use. This is contrary to policies GB2 and GB4 of the South Oxfordshire Local Plan 2011; and government guidance contained in PPG2 (Green Belts).
The existing unauthorised development together with the modifications proposed by the application will continue to given prominence to a previously low-key site, and dominate the area in a manner that adversely effects the character and visual amenity of the surrounding area contrary to principles of good design; and contrary to policies G2, G6, D1 and E5 of the South Oxfordshire Local Plan 2011.
