Refusal of Planning Permission on 16th June 2011
Conditions / Refusal Reasons
The change of use of the land has had an adverse impact on the openness, character and visual amenity of the Green Belt. Very special circumstances have not been demonstrated that would outweigh the harm caused by reason of the inappropriateness of the development in the Green Belt or other harm. This is contrary to policies GB4 and E5 of the South Oxfordshire Local Plan 2011; and government guidance contained in PPG2 (Green Belts).
The change of use of the land has given prominence to a previously low-key site, which now dominates the area in a manner that is contrary to the character and visual amenity of the surrounding area. This is contrary to policies G2, G6, D1 and E5 of the South Oxfordshire Local Plan 2011.
The change of use involving 24 hour activities, including the sporadic late night and early morning movement of heavy vehicles to and from the site; and the unloading of recovered vehicles, results in disturbance to animals kept at the neighbouring kennels and a loss of amenity to the residents of nearby properties as a result of noise. This is contrary to policies EP2, T10 and E5 of the SOLP 2011.
