The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To protect the amenity of nearby neighhbours in accordance with Policy CF3 and to ensure that satisfactory parking provision can be achieved in accordance with policies T1 and D2 of the adopted South Oxfordshire Local Plan 2011.
That notwithstanding the information submitted with the application, prior to the commencement of the development a Parking Management Scheme shall be submitted and approved in writing by the Local Planning Authority. This scheme shall include details of staff parking, parking and drop off arrangements for customers visiting the practice and information as to how out of working hours residents parking in relation to planning permission reference P04/W1172 shall be achieved. This scheme shall be implemented and adhered to as approved.
Reason: To ensure that measures are taken to improve highway safety, convenience and parking in the area in accordance with Policy T1 of the adopted Local Plan and in accordance with condition 8 of planning permission reference P04/W1172.
Prior to the commencement of development a detailed plan showing provision of a turning area and car parking spaces, including a 'drop off' area shall be provided within the site so motor vehicles may enter, turn around and leave in a forward direction shall be submitted to and approved in writing by the Local Planning Authority and the parking spaces and turning area shall be laid out, surfaced (bound material), drained and completed in strict accordance with the approved details prior to the first occupation of the development hereby permitted. Thereafter the car parking spaces and turning area shall be retained unobstructed except for the parking of vehicles at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.
